Conjecture

Red Queen Governance can be drawn on two axes: the collective's power (capital, permissions, autonomy, attention) on one, its verified capacity to correct that power on the other. Safe operation is a corridor around the diagonal. Above it, power outruns correction and the collective drifts toward a despotic Leviathan; below it, correction smothers power and the collective is an absent Leviathan that loses the race. The corridor can be lost from either side, so both axes must keep rising.
