Conjecture
Redundancy and elite insulation are the same operation pointed in opposite directions. Redundancy decorrelates a civilisation's survival from any one failure; insulation decorrelates the decision-maker's fate from the civilisation's. Diamond names the second as a regular cause of collapse, from Maya kings to Greenland Norse chiefs to gated compounds and bottled water. So a civilisation built to survive any single failure must also re-correlate the fate of whoever decides with the outcome of what they decide.
