A swarm that redesigns its own structure needs every redesign to be checkable and reversible. Letting agents rebuild their own organisation is how swarms get the bitter lesson, and it is also how an early accident hardens into a role nobody chose. The July swarm and the wiki swarm rebuilt their coordination freely and never their direction.
