Conjecture

Runtime alignment works only where the first failure is survivable. Suleyman's biosafety record shows containment failing by routine mistakes, at least 71 exposures between 1975 and 2016, "Nothing should get out, yet pathogens do, time and again", and on his path "all it takes is one misstep to tumble into the abyss". Where a failure is irreversible and spreads on its own (engineered pathogens, released weights, self-replicating code), correcting after the fact cannot work, so power there must be withheld until containment exists, not granted and then corrected. The runtime framing hides this boundary.
