Conjecture

Correction capacity can grow as fast as capability only where the parties harmed by an error have standing to impose costs on whoever decides. Records, markets, model diversity and stop authority are the means; standing is what makes them bite. Three independent routes reach this term: Ostrom's commons lasted where rules put the would-be cheat next to the person harmed (C-3A450P7E38); deliberately designed correction held where the injured party was funded and had standing, and degraded into ceremony where it was diffuse, delayed or absent (C-D2X1QJ2RD3, C-M9KRNRRA43); and a persistent collective agent needs an ongoing constituency (C-706FENDCTY). So Red Queen Governance must build constituencies, not only mechanisms, and where harm is diffuse or falls on outsiders, correction will not keep pace by design and the power must be contained or held back until someone harmed can act.
