Red Queen Governance does not answer the containment problem; it answers a smaller one. It governs the power of the collective that adopts it, while containment is about capability reaching every actor, including those who adopt nothing ("Where someone slows down, others will rush forward"). A collective aligned at runtime can still live in an uncontained world. Its contribution to containment is indirect: governed collectives that grow strongest over time (C-KWV9RS092P), defensive capacity, and a working answer to Suleyman's complaint that "there is actually no we, and there is certainly no lever any we can pull". The essay must not imply more.
