Checks are weighted by phase: in setup, when agents hold little capital, few permissions and little autonomy, speed and capability come first and no control is imposed for a power an agent does not yet hold. The hooks are built now and used lightly (records, attribution, pause and rollback), and each new power an agent earns arrives with its matching check, so control tightens in step with power rather than all at once.
