Conjecture

Correction has historically lagged capability mainly because its costs were external to whoever built the capability, not because correction is inherently slow to design: industrial safety races ended once regulation made firms internalize those costs. A collective whose backers fund it because they can control and inspect it has internalized those costs from the start, so control is a competitive advantage that pays for correction capacity. The incentive holds only while control is visible and valued: it does not cover harm outside the vehicle (C-Z9BMX9N4AP), and it erodes in good times, as when the SEC relaxed its 1930s net capital rule in 2004. Correction therefore keeps pace only if control stays measured and priced in booms, not just after failures.
