Conjecture
Many formally independent centres of decision can govern better than one, provided they share rules for boundaries, monitoring and settling disputes: Ostrom found metropolitan areas with many autonomous producers more efficient, not chaotic. For an agent collective this means many agents, families and human holders of authority, each deciding in its own domain under common rules, rather than one coordinator that knows and decides everything.
