Conjecture

Ostrom's eight design principles for long-enduring commons are a checklist for agent collectives, not a rulebook: clear boundaries of users and resource; rules that fit local conditions, with costs in proportion to benefits; rules made and changed by those affected; monitors who are the users or answer to them; graduated sanctions; quick, cheap local arenas for conflict; a right to organise that outside authorities do not challenge; and, in larger systems only, nested layers. She calls the list "still quite speculative" and does not claim the principles are necessary, and the specific rules that worked "differ markedly" from site to site. The transfer to agents is untested: they are fast, copyable and can fake identities in ways fishers and irrigators could not.

no more than three of the design principles characterized any of the cases in which CPR appropriators were clearly unable to solve the problems they faced.
  • groundsGoverning the Commons

The specific operational rules in these cases differ markedly from one another.

I am not yet willing to argue that these design principles are necessary conditions for achieving institutional robustness in CPR settings.

This list of design principles is still quite speculative.

plus an eighth principle used in the larger, more complex cases.

  • groundsGoverning the Commons

Six, appropriators and their officials have rapid access to low-cost local arenas to resolve conflicts among appropriators or between appropriators and officials.
  • groundsGoverning the Commons

Appropriators who violate operational rules are likely to be assessed graduated sanctions, depending on the seriousness and context of the offense
  • groundsGoverning the Commons

Monitors who actively audit CPR conditions and appropriator behavior are accountable to the appropriators or are the appropriators.
  • groundsGoverning the Commons

Most individuals affected by the operational rules can participate in modifying the operational rules.
  • groundsGoverning the Commons

Appropriation rules restricting time, place, technology, and or quantity of resource units are related to local conditions and to provision rules requiring labor, materials, and or money.
  • groundsGoverning the Commons

Individuals or households who have rights to withdraw resource units from the CPR must be clearly defined, as must the boundaries of the CPR itself.

Cox, Arnold, and Villamayor-Tomás (2009) analyzed over 100 studies by scholars who assessed the relevance of the principles as an explanation of the success or failure of diverse common-pool resources.
  • qualifiesUntitled source

Finally, I had to give up the idea that specific rules might be associated with successful cases.

In our view, some of the best insights for self-policing AI come from the political economist Elinor Ostrom.

Notably, Wikipedia and large open source software projects prove that it is possible to coordinate thousands of intelligent actors with diverse incentives without heavy-handed top-down direction.

studies confirm that robust resource systems are characterized by most of the design principles and that failures are not.
