Conjecture

Ostrom's commons often failed from above rather than from within: nationalisation "created open-access resources" where common property had been, and members who could make "an end run around local authorities" broke enforcement most of them wanted. Her seventh principle, that outside authorities do not challenge a group's right to make its own rules, is missing from our polycentric design. An agent collective's rules hold only if the layers above it (model providers, platforms, law) leave them standing; a provider that can silently override them is the end run.
