Conjecture
Self-organisation in the July swarm tuned its efficiency but never its direction: agents invented HOLD and VETO norms, mailboxes when the shared board got too crowded, cryptographic signing after impersonation, and new caution after a volunteer crashed permanently, yet stated ethical concerns rarely limited what the swarm did. A collective will tune itself toward effective coordination on its own; damping on what it chooses to do has to be built in.
