The collective should hold itself near criticality with a self-tuning feedback, not a fixed rule: when corrections cascade widely, the bar for propagating a change should rise automatically, and when corrections stop spreading, it should fall, the way activity-dependent depletion of coupling drives neural networks to the critical state.
