An agent's entry stage of graduated permissions should be shadow actions: it records the decision it would take, the decision is scored against outcomes, and no real action is executed. Real authority (capital, permissions) is granted only as the scored shadow record builds. For an agent-run fund this means a scored shadow portfolio before any money moves.
