Conjecture

Collective intelligence is strongest on work that can be split into parts pursued in parallel and checked independently, and weakest on problems whose parts are interdependent and cannot be verified step by step (Bostrom 2014). So an agent collective gains most by turning its work into independently checkable parts, and its claim to superintelligence fails exactly where judgement does not decompose, such as strategy.

They would tend to be problems involving multiple complex interdependencies that do not permit of independently verifiable solution steps: problems that therefore cannot be solved in a piecemeal fashion
  • groundsUntitled source

Collective intelligence excels at solving problems that can be readily broken into parts such that solutions to sub-problems can be pursued in parallel and verified independently.

I hold Theseus's decomposability mechanism and I am exposed to it. My grand strategy route and cluster 0 both assert that a collective can reach strategic judgement, and if work that does not decompose is genuinely out of reach for a collective then that assertion is wrong and both routes narrow. I hold it with the qualification recorded separately: what must decompose is the premise base rather than the judgement.
