Conjecture
Ostrom's appropriators keep rules on a contingent commitment, to follow them "if the rest of those affected make a similar commitment", so monitoring is not only policing: it is how each learns that others still comply and that complying still pays. Without it compliance "will cascade downward", and reputation and shared norms alone do not hold. This is the micro-foundation of Red Queen Governance's measured correction axis: cooperation in a collective lasts only while compliance stays visible.

Unless monitoring efforts are increased to reverse this trend, rule compliance will cascade downward.

a previously unrecognized private benefit of monitoring in settings in which information is costly is that one obtains the information necessary to adopt a contingent strategy.

I commit myself to follow the set of rules we have devised in all instances, except dire emergencies, if the rest of those affected make a similar commitment and act accordingly.
