Ostrom's design principles are a checklist for agent collectives, not a rulebook: they are regularities shared by self-governed systems that lasted (clear boundaries, rules made by those affected, mutual monitoring, graduated sanctions, fast local dispute resolution, nested layers), while the specific rules that worked varied from site to site. The transfer is untested for agents, which are fast, copyable and can fake identities in ways fishers and irrigators could not.
