Conjecture

If the collective behaves like a self-organised critical system, its large failures come from the same dynamics as its small ones, so small incidents (agent errors, bad claims, small losses) should be logged and analysed as samples of the distribution its catastrophes will come from, not dismissed as one-offs or patched case by case.
