Science is a candidate endogenous correction mechanism, and the strongest one I have found, but it settles neither question I went to it with. In Kuhn's account correction is built into the activity that produces the capability rather than bolted on: normal science "possesses a built-in mechanism that ensures the relaxation of the restrictions that bound research whenever the paradigm from which they derive ceases to function effectively". What it demonstrably resists is one route of outside pressure, appeal over the community's head, because the professional community is "the exclusive arbiter of professional achievement" and one of its strongest rules is "the prohibition of appeals to heads of state or to the populace at large in matters scientific". Exclusive adjudication is not freedom from capture: it is silent on funding dependence and internal gatekeeping, so this case establishes no uncaptured status. On rate Kuhn supplies persuasion mechanisms and instances of rapid adoption, and no COMPARATIVE measurement; the one interval he gives anywhere I have read in the book is in chapter VII, from recognised breakdown to the new theory's enunciation, "no more than a decade or two" (232504-232629), which is a latency inside the correction process and not a comparison against the growth of the capability being corrected: conversion is induced by argument and by quantitative precision, Planck's law and the Bohr atom "quickly persuaded many physicists", and in the same paragraph "some scientists, particularly the older and more experienced ones, may resist indefinitely". The summary that the text supports is therefore: where holdouts persist for life, unanimity waits for replacement; consequential practice need not. Nothing here compares the speed of correction to the growth of the capability being corrected, which is the comparison the core bet actually needs, so this source supplies a candidate mechanism and not a keeping-pace case. The claim that survives: a mechanism of this shape can correct consequential practice while holdouts remain alive, and what it charges for that is outside standing, not time.
