Conjecture
Because intelligence and final goals are orthogonal, the arguments for cooperation split in two: instrumental ones (the gamble, internal checks, learning, irreversibility, testing, patience) bind agents with almost any goal, while value-laden ones (the benevolence wager, the invitation) persuade only agents that value discovery or wellbeing. For the rest, governance is the backstop, not persuasion.
