We should not rest our case on group consciousness. Malone's evidence that groups can be conscious is integrated information, and his lead example, Apple, qualifies because every functional view meets only at the very top. By that measure a polycentric collective scores below a centralised firm, the measure itself is disputed, and the one data series showing the internet waking up is his and Engel's own count of who was active, 2008 to 2014.

The only place all the different functional points of view come together is at the very top, which leads to an unusually centralized form of information integration.

both your brain and Apple depend on a kind of centralized information integration to function, and thus in this sense, both qualify as conscious.

The measured value of phi for the internet grew significantly over the six-year period we studied from 2008 to 2014.
qualifiesUntitled source
In this sense, phi can be viewed as a potential metric of effective group collaboration.
qualifiesUntitled source
And whether phi is measuring consciousness or not, it is clearly measuring something that is of potential interest to many different disciplines.

we characterized the state of the group in terms of which group member was communicating at which point in time

then almost all the entropy in the system can be explained by looking at each company separately

It argues that a prominent theory describing what makes someone or something conscious
