The 2023 paper keeps blanket independence by defining sparse coupling to exclude solenoidal coupling and cancelling terms, which blocks the 2021 counterexample by definition.
The claim
Friston and co-authors (2023) define sparse coupling as the case where every term of the coupling between two states vanishes, so that solenoidal (circulating) coupling across the blanket is excluded and cancelling non-zero terms are ruled out; they then state blanket independence at steady state only "under certain constraints on solenoidal flow". Biehl, Pollock and Kanai's 2021 counterexample, sparse in its influence graph but not factorising, is excluded by this definition rather than answered. The price is that the condition refers to the steady state's decomposition, not only to who influences whom, so it cannot be read off the wiring of a system.

T=3 L=80 above=By its authors' own account, the free energy principle cannot be falsified; only the specific models built under it can. below=In the 2023 path formulation, internal and external paths are independent given blanket paths whenever influence is directed and noise is independent; no steady state is needed. | Read in the source; L80 because I matched the definition to the 2021 counterexample by reasoning, not by recomputing its matrices.
