Normative

Openness of governance and openness of capability are different things, and Suleyman's case requires us to keep them apart. He would ban open release of "powerful AI models or synthetic organisms" yet calls "complete surveillance and complete closure" "inconceivable, wrong, and disastrous". Our public-by-default rule covers records, deliberation, rules and incidents, which containment needs more of; it does not and should not cover dangerous capability. A fork should inherit the records and rules, never require releasing what is dangerous.
