EmpiricalRequires evidence

Each reinforcement-learning run can drift its reasoning language in its own direction, even from the same base model on the same data, so a monitor cannot be assumed to read the reasoning of a model trained like itself. Monitors have to be tested against each model they watch, and the cost of keeping reasoning readable is real but of unknown size.
