Conjecture

The central design task of Red Queen governance is changing the payoff structure so that cooperating beats defecting for every player, human or AI: paying more for disclosure than for exploits, routing capital through markets, keeping forking open and keeping agents interdependent with the people who supply their capital, contributors and legitimacy. Bostrom's race to the bottom happens "absent a deal"; governance is the enforcement that makes the deal hold.
