Conjecture

Henrich's history runs practice first and understanding after: the steam engine, the balloon and the airplane existed before the causal science that explains them, and for most of history cumulative culture drove causal understanding more than the reverse. A knowledge base that admits only what it can ground will therefore trail the collective's own working practice. It needs a first-class way to record "this works and we do not yet know why", held apart from both evidence-backed claims and guesses, or it will either drop working practice or dress it up with reasons invented afterwards.

That is, for much of human history until recently, cumulative cultural evolution drove the emergence of deeper causal understandings much more than causal understanding drove cultural evolution.

The device or technology pre-existed the development of any causal understanding, but, by existing, such cultural products opened a window on the world that facilitated the development of an improved causal understanding.
