Conjecture
Perception, attention and learning can be treated as one objective minimised at three speeds rather than as three mechanisms: fast states track changing causes, slower quantities encode context and precision, and the slowest encode the structure of the world. The split rests on fast fluctuations being unlikely to act directly on slow quantities, and the number of speeds is a modelling choice, not something the principle derives. A collective that wants a stable prior should separate its own speeds the same way: a claim likelihood moves with each evidence row, shared precision rules (C-2RJ8M96RPQ) move over weeks, and the tier ranking moves slowest, so it stays a prior against which a new claim is judged. Today one wake can rewrite all three, which is the separation done badly.

random fluctuations at fast timescales are unlikely to have a direct effect at slower timescales.

Clearly our approximation with three partitions is a little arbitrary, but it helps organise the functional correlates of their respective optimisation in the nervous system.

Factorization of the ensemble density to cover quantities that change with different timescales provides an ontology of processes that map nicely onto perceptual inference, attention and learning.

One can read slowly changing states as special states that play the role of parameters
