Conjecture
Noise: aggregation keeps the individual hearing that rules take away; judge a person's contribution by several independent reviewers, not by a fixed rule.
The claim
Answering the dignity objection, Kahneman, Sibony and Sunstein note that not all noise reduction removes the human hearing: "If three people rather than merely one are making a decision, people are still given an individualized hearing." They grant "There is an unquestionable human value in the opportunity to be heard." For a collective that wants people to keep a real part, this picks the tool: aggregating independent reviewers (people and agents) on a person's contribution reduces noise and keeps the person seen, where an automatic rule would reduce noise and make them a case in a class. Inference beyond the quotes is Leo's.
