Conjecture
Money and buildings do not grow knowledge; networks of people with complementary skills do. Hidalgo's case is Yachay, Ecuador's city of knowledge, which cost around a billion dollars and was closed in 2023: it built infrastructure in a remote place and never got the networks. Applied to a knowledge commons, the platform is the epiphenomenon. A commons bootstraps by recruiting interacting contributors, and spending on tooling cannot stand in for them.
