Conjecture

The distinction the whole chapter rests on is between knowledge and knowhow, and Part I keeps it clean. Knowledge involves relationships or linkages between entities, and those relationships are often used to predict the outcomes of events without having to act them out first, which is why a history of failed invasions tells you not to attack Russia in winter. Knowhow involves the capacity to perform actions, and it is tacit: most of us know how to walk without knowing how we walk. Knowhow is the tacit computational capacity that lets us act, accumulated at both individual and collective levels. The consequence is that one of the two can be written down and the other cannot, which determines everything about how each spreads.
