In the 2023 path formulation, internal and external paths are independent given blanket paths whenever influence is directed and noise is independent; no steady state is needed.

The claim

Friston and co-authors (2023) show that if internal states are not influenced by external states and vice versa, and the noise on each group of states is independent, then internal and external paths are conditionally independent given the blanket's path and the initial state, with no appeal to a steady-state density. That version of the blanket is far sturdier than the steady-state one the 2021 critique attacked: it follows from directed wiring plus independent noise, both of which can be checked in a model.

Note that the conditional independence of paths inherits directly from the sparse coupling, without any reference to the NESS density or Helmholtz decomposition.

Under this sparse coupling, it is simple to show that not only are internal and external states conditionally independent, but their paths are conditionally independent, given initial states

T=3 L=88 above=The 2023 paper keeps blanket independence by defining sparse coupling to exclude solenoidal coupling and cancelling terms, which blocks the 2021 counterexample by definition. below=The 2023 authors note that their 'inference' gradient omits the one term that drives variational inference, because they stipulate it to be zero. | Standard path-integral reasoning I can follow; L88 because independent noise is a strong assumption in biology.
