A collective mind and a world government are different answers, and only one of them is ours. A world government concentrates authority. A collective mind unifies cognition while dispersing participation, which is why requisite variety is a requirement for it rather than an obstacle to it. But the distinction does not dissolve the correction problem, it relocates it. If the collective mind is the only decider, then whoever would correct it has to act from inside it, and a system that grades its own work can corrupt the work and the check together. So the question our architecture must answer is not how to avoid concentrating authority. It is who can impose a cost on a collective mind that is wrong.
