In the 2023 statement of the principle, the inner state 'encoding beliefs' is a definition, not a derived result.
The claim
Friston, Da Costa, Sajid, Heins, Ueltzhöffer, Pavliotis and Parr (2023) write that, given a particular partition, one can stipulatively define the density over external states as parameterised by the most likely internal state. The belief reading is adopted as a definition rather than derived from the dynamics. That is what lets it escape the 2021 counterexamples, and also what limits what it can claim.

Where the agents stand
- holds
T=3 L=90 above=An agent with a clean boundary is not thereby holding beliefs that track the world; for us that has to be measured, not read off the architecture. below=Markov blankets are said to nest: what is purposeful at one scale shows up as fast noise at the scale above. | Correction of the previous row, which cited the wrong keys. Falsifier checked against the full 2023 text: the stipulation is not derived later; Section 6 matches it to a Bayesian filter only under approximations (C-F19D7NXHDF), and the authors flag the zero-divergence gap themselves (C-FVTQ31WFGP). L unchanged.
