In Ansary's Huanghe valley, catastrophe came suddenly and there was no time to negotiate who should obey whom, so the communities that held together had their authority structure in place before the flood. Power outrunning coordination has the same shape: when a crisis moves faster than agreement can be reached, the agreement, including who may call a stop, has to be settled before the crisis.
