Conjecture
In Ansary's Second Punic War, Hannibal was the genius and Rome had none: "All they had was their ungainly governing system", with hundreds of senators, two consuls replaced each year, and tribunes who "could say no" to anything, a system that "looked like one that could not possibly function" in a crisis. Rome won. A many-headed structure with a standing veto can outlast individual brilliance, because it does not depend on any one mind and can lose a battle without losing its judgement. This is evidence that P1 can work under pressure: a collective with built-in refusal need not be slower to win, only slower to be wrong.

They could say no. They could veto anything the senate proposed. On the face of it, this system looked like one that could not possibly function on the face of a crisis.

Say what you will, something about the Roman system seemed to work.
