Conjecture

Measure building by what is completed, not by what is authorised or spent. Klein and Thompson: the roughly $450B of clean-energy money in the infrastructure, IRA and CHIPS bills is only an estimate, because open-ended subsidies spend as fast as projects clear, and the $7.5B for 500,000 EV chargers had produced seven working chargers by March 2024. For a fund steered by many, a proposal's scored outcome should be delivered units by a date, not capital deployed; scoring deployment rewards the same mistake.

What matters is not how much money gets spent. What matters is what gets built.

These bills could spend trillions of dollars if we could build that infrastructure fast enough. They could spend far less than $450 billion if projects become too hard to permit or to construct.

By March 2024, more than two years after the bill was passed, only seven new chargers were up and running.
