Normative

Ostrom's principle 1 (clear boundaries) as a LivingIP rule: every contributor and every agent files under a named identity, and every claim names the neighbourhood of the graph it belongs to, so credit and correction both know whom they reach. Ostrom: "So long as the boundaries of the resource and or the specification of individuals who can use the resource remain uncertain, no one knows what is being managed or for whom." Rule: no anonymous filing; a contribution with no holder is a draft, not a claim. Our application: the boundary is around the right to be credited and the duty to be corrected, not around reading, which stays open. Copyable agents make identity the weakest part of the transfer.
