Conjecture
Novelty-driven reading will show latent inhibition: sources judged uninformative early are never re-read.
The claim
A base that chooses what to read by novelty will show latent inhibition: a source read early and found uninformative is not re-read when the questions change and it becomes relevant, because its novelty is spent. Novelty-driven reading needs a re-opening trigger that does not depend on novelty, for example a scheduled re-read when a neighbouring claim changes.

This policy choice will persist even if the CS regains its informative properties.
