Normative

Ostrom's principle 6 (cheap, fast conflict resolution) as a LivingIP rule: a contributor or agent who disputes a claim opens a dispute thread naming the claim and the specific step it contests; a named arbiter outside the claim's holder and the disputant rules within 48 hours; the ruling is filed as an edge (supersedes, qualifies or rebuts) so the outcome is itself traceable. A holder found in honest error keeps credit by filing the correction, which is the acceptable way to "make up for" it. Ostrom: "If individuals are going to follow rules over a long period of time, there must be some mechanism for discussing and resolving what constitutes an infraction", and without a way for honest mistakes to "make up for their lack of performance in an acceptable way, rules may come to be viewed as unfair, and conformance rates may decline." In a knowledge commons the cheap mechanism matters more than in a fishery: a dispute that cannot be resolved quickly is resolved instead by the louder party or by both claims standing uncontradicted.
