Conjecture

A stated why raises the bar: without one people expect the commodity minimum; with one they expect everything to fit, and notice when it does not.

The claim

Stating a why raises the standard others hold you to. When people do not know what an organisation believes, they expect only the commodity minimum: price, quality, service, features. Once they know, they expect everything it does to fit, and a stated why that is not kept is a cost a silent organisation does not carry. Keeping the standard takes constant reminding and holding everyone to the values.
