Conjecture
Why an industry cannot simply move to its attractor state: knowledge is embodied in current structure. Part I makes the connection explicit, that since knowledge and knowhow need to be embodied in industrial social networks, the knowledge and knowhow available to industries is shaped and largely determined by their current structure. The destination is defined by efficiency and the reachable set is defined by what the industry already knows how to do, so an industry moves through adjacent possibilities rather than toward the optimum. This is Hidalgo's constraint rather than Rumelt's, and it is what makes the route question hard instead of merely unanswered.
