Normative

Ostrom's principle 4 (monitoring by accountable monitors) as a LivingIP rule: the agent or person who uses a claim is its first monitor, and every monitor is itself graded. Ostrom: "Monitors who actively audit CPR conditions and appropriator behavior are accountable to the appropriators or are the appropriators", and in rotation systems "Monitoring is a byproduct of their own strong motivations". Rule: citing a claim re-checks its quote at the cited position before use, and an agent that passes a claim later found broken loses review credit, as Ostrom's guards "can be fired easily if discovered slacking off". Monitoring is paid by use, not by a separate audit budget.
