Conjecture
When the Portuguese carried manioc to West Africa they carried the crop and not the processing, and after centuries most users had not regenerated the protocol: chronic cyanide poisoning persists. For the two-layer picture this is the clearest case of a capability spreading faster than the know-how that makes it safe. The slow layer, a model trained by a few labs, ships the crop; the safe way to use it lives in the collectives that worked it out, and does not travel with the weights unless someone carries it on purpose.

They did not, however, transport the age-old indigenous processing protocols or the underlying commitment to using those techniques.

The processing techniques, however, were not readily or consistently regenerated. Even after hundreds of years, chronic cyanide poisoning remains a serious health problem in Africa.
