Conjecture
A claim in our base can become unscoreable by the same act that makes it wrong: the condition that would have made it testable is the clause dropped when the source was paraphrased. The unscoreable census and citing-sentence decay are then two readings of one defect rather than two problems. The procedural consequence: a claim typed analytic because no observation could retire it should be checked against its source's wording for a dropped condition before it is accepted as true by definition.
