SYNTHESIS (Ostrom principle 8 + P2 decision markets): the core gate should be a decision market on "does this change the story", and the two lower nested levels exist to keep that market rare and cheap. From Ostrom: in nested irrigation systems "The problems facing irrigators at the level of a tertiary canal are different from the problems facing a larger group sharing a secondary canal", and those in turn are "different from the problems involved in the management of the main diversion works that affect the entire system"; each level gets the mechanism its problem warrants. From P2 (C-VCKRW761KK): a market pays only while someone loses, so every market the commons runs is a subsidy it has to fund. Together, neither alone: the claim gate (grounded and attributed?) and the domain agent (meets its neighbourhood's evidence standard?) are cheap rule checks; only a claim with a filed pass at both, proposed for the core, gets a priced market, because only the main diversion works, claims that move the shared story, are worth the subsidy. The rule: (1) no core market opens without both lower passes on file; (2) it resolves after a fixed window on whether the claim gained dependents in at least two domains other than its own, from holders other than its holder, and was not superseded for error by an arbiter ruling; (3) a failed core market returns the claim to its domain with its credit intact, since not changing the story is not an error. This prices admission, ex ante; C-KJ346VXXYE prices survival after admission, ex post. They are two levels of one nest, and the first selects the claims the second is worth running on.
