EmpiricalRequires evidence

Medicare Advantage is the largest channel that already holds the person over time, and the public pays it for who enrolls and how they are coded more than for health it produces: Medicare is estimated to spend about 14 percent more on Advantage enrollees than it would in traditional Medicare, a gap that comes mostly from favourable selection and coding intensity. A channel paid for selection will select; holding the person is necessary for step 4 and not sufficient.

approximately 14 percent more for MA enrollees than it would spend if those beneficiaries were enrolled in FFS Medicare, a difference that translates into a projected $76 billion in 2026. That difference varies by MA organization and stems largely from two factors: favorable selection of beneficiaries into MA and coding intensity.

We estimate that, in 2026, favorable selection will increase MA payments by roughly 11 percent above what the program would have paid under FFS Medicare.
