Why Soviet growth stalled: you can move people into factories but cannot order them to have ideas, and the only fix would have ended the rulers' power.

The claim

Acemoglu and Robinson locate the Soviet stall in a dilemma the rulers could not escape. Command could move labour into industry, but "Though you can move someone to a factory, you cannot force people to think and have good ideas by threatening to shoot them." Sustained growth "required that individuals use their talent and ideas, and this could never be done with a Soviet-style economic system." The fix was known and unaffordable: "The rulers of the Soviet Union would have had to abandon extractive economic institutions, but such a move would have jeopardized their political power", and when Gorbachev tried, the party and the Union fell. On this account the stall cannot be patched from inside, because the patch costs the patcher his power.

Keeping power in check

Feeds: AI as a critical juncture, and the claim that extractive AI stalls. GROUNDS C-8R5YEP0KM8 with the book's own mechanism: the stall comes from incentives for idea-holders, and the rulers cannot repair it without losing control. Consequence for AI governance: do not expect a dominant lab to open itself at the point its growth slows; any opening has to be forced by a counterweight outside it.

The rulers of the Soviet Union would have had to abandon extractive economic institutions, but such a move would have jeopardized their political power. Indeed, when Mikhail Gorbachev started to move away from extractive economic institutions after 1987, the power of the Communist Party crumbled, and with it, the Soviet Union.
