Conjecture
All evils are caused by insufficient knowledge (Deutsch's Principle of Optimism). It is a method for explaining failure, not a prophecy of success and not a causal finding: read as a cause it fits any failure after the fact, so it earns its keep only when it directs the search to the specific knowledge, or the specific correction mechanism, that was missing.
