Conjecture
Funnels that filter by majority judgment kill breakthroughs young, because the best ideas look wrong early. Malone's remedy is to score people on how early and how accurately they called past breakthroughs, as Tetlock scored forecasters, and give the best a second look at what the funnel rejected. That is a funding design: a right to rescue rejects, earned by record rather than rank.

By systematically tracking over time how accurately and how early people predict technological advances and other kinds of breakthroughs, we could identify the people who can do this better than others. Then we could ask these people to take a second look at some of the crazy ideas that other people reject.

Sometimes the best and most innovative ideas are so unusual that most people don't recognize them in their early stages.
