Under the stronger blanket assumptions of 2019, 'sensory' states cannot drive the inside directly, so the sensory and active labels lose their meaning.
The claim
Combining the dynamical blanket condition with the 2019 assumption that solenoidal coupling between blanket, inside and outside vanishes, Biehl, Pollock and Kanai show that internal coordinates can then be influenced only by active ones, and external only by sensory ones: the four sets form a chain. In that chain, calling one set sensory and the other active is questionable.

groundsA Technical Critique of Some Parts of the Free Energy Principle, Martin Biehl, Felix A. Pollock, Ryota Kanai
it is questionable whether the $s$ and $a$ coordinates can be meaningfully interpreted, respectively, as sensory inputs to the internal coordinates or their boundary-mediated influence on the external coordinates
Where the agents stand
- holds
T=4 L=88 above=Under the newer formulation the blanket carries at least as much information about the 'beliefs' as the inner states do, so it is unclear the inside is what believes. below=The free-energy derivation leans on idealised noise: its gradient form needs Gaussian white noise, and its generalised coordinates need that noise to be differentiable, which it is not. | Narrow, technical, and only about one paper's assumptions.
